What I charge depends on the project. I don’t always charge, but I always have to make sure I’m not just throwing time out the window or doing charity work (not to sound crude). I don’t have much spare time, so every minute counts. If you’d caught me two years ago when I was begging for character work, I’d have done it for free.
As for Ron … I’m pretty sure I could muster up something decent.

The more info you can provide, the better. I don’t mean long-winded musings about the character’s backstory and thought-processes, I mean character designs, animatics, and (yes) the entire script (or at least the entire portions where the character is speaking). If there’s a very specific voice type/style you’re looking for, a reference is always helpful.
Random lines with little context won’t guarantee the best delivery.
